Performance-Based Compensation System in the Bureau of Customs

A pay-for-performance compensation system is designed to reform the incentives structure at the Bureau of Customs. This is based on an evaluation of the experiences of Customs administrations in 4 countries (Mexico, Peru, Taiwan and Thailand) in reforming their pay systems to reduce corruption, enhance the incentive structures within their respective organizations, and improve revenue collection of the government.

Harmonization and Integration of Customs Cargo Processing Policies and Practices in the ASEAN Region

Studies customs cargo processing in ten ASEAN countries with the objective of harmonizing processes to promote trade, including: (a) cargo processing policies, practices, and relevant legislation on customs clearance in each country; (b) comparative analysis of Customs policies and practices to identify specific areas for harmonization and simplification; (c) a set of indicators to monitor and benchmark improvements in cargo processing efficiency; and (d) recommended strategies and an action plan to harmonize and simplify Customs structures and procedures in the region.
